A problem of HDLC

When learning HDLC, I didn‘t find it a little contradictory. Statement 1: HDLC can send frames continuously on the full duplex link without waiting for confirmation until the frames are sent out. Statement 2: the reliable transmission mechanism of HDLC includes flow control, which is realized through the fields in S frame. Are not these two statements contradictory?
